SINTOK: Tan Sri Wan Ahmad Dahlan Abdul Aziz has advised universities to uphold integrity as a core value to strengthen their role in producing future civil service leaders.
The Public Service Department director-general said higher education institutions play a critical role in shaping ethical work culture and leadership values, particularly among those who will eventually serve in the public sector.
Citing recent integrity issues reported at Universiti Kebangsaan Malaysia, Wan Dahlan said such cases should serve as a lesson.
He expressed hope that similar problems would not surface in other universities.
"University administrators oversee human resources, finances, assets and other key resources, and it is here that integrity and accountability are truly tested.
"Some may be aware of the situation at Universiti Kebangsaan Malaysia, and I hope similar issues do not arise at Universiti Utara Malaysia," he said during a national public service lecture programme at UUM.
Concerns over UKM's integrity emerged following alleged misconduct in the procurement process at its Canselor Tuanku Muhriz Hospital (HCTM) involving three major tenders worth RM58.45 million.
The Malaysian Anti-Corruption Commission has since begun investigations into the matter.
Meanwhile, Wan Dahlan said lecturers carry a major responsibility as builders of character, noting their role as agents of value-based change and role models in teaching, research and administrative interactions.
He reminded students that integrity and accountability are among the most critical soft skills sought by employers, adding that in the civil service, officers are required to undergo security vetting before confirmation.
As such, he urged students to reject shortcuts in learning, practise ethical use of artificial intelligence and uphold transparency and accountability.
"Many students are increasingly relying on tools such as ChatGPT, DeepSeek and Gemini. These technologies are beneficial if used correctly, but can be harmful if misused, especially when they foster total dependence without personal effort," he said.
Wan Dahlan said the civil service places high value on the contribution of academia in achieving national aspirations.
"I have great confidence in the capability of our academics to drive meaningful research that supports a dynamic, efficient and effective civil service," he said.
