KUALA LUMPUR: The National Higher Education Fund Corporation (PTPTN) has seen a 15.4 per cent decrease in the number of borrowers who have never made a repayment. The data, the Dewan Negara heard today, reflected changes as of last July, a result of enforcement measures implemented since October of last year.   Deputy Higher Education Minister Datuk Mustapha Sakmud, said this has brought the number down from 431,016 to 364,468 people. "Enforcement measures for loan repayment have been implemented in stages starting in October 2024. "As a result, we have seen a significant increase in the number of borrowers who have started making repayments.   "This is proven by a 15.4 per cent reduction, or 66,548 borrowers who have never paid back as of July 2025, compared to before PTPTN's repayment enforcement actions were implemented," he said while wrapping up the debate on the 13th Malaysia Plan on behalf of the Higher Education Ministry in the senate.   Mustapha also said that the steps taken by PTPTN to track down defaulting borrowers are important, considering the agency's primary source of funding is from loan collections. However, he noted that repayments can be deferred if a borrower has no income or is continuing their studies at a higher level.   Meanwhile, commenting on the improvements implemented by the Higher Education Ministry to prevent bullying incidents at all public universities, he said that all higher education institutions have been asked to provide a more effective bullying case reporting system. This, he said, is to encourage students to report bullying cases safely and without fear. "For example, at UPNM (National Defence University of Malaysia), the university developed the UPNM Electronic Comments and Complaints Portal (Peka), which is easily accessible, allowing students to report any bullying cases without worry," he said.
