KUALA LUMPUR: Only 71.8 per cent of 109,866 applicants were offered spots in public universities via the UPU application system. A total of 78,883 students received offers to pursue 1,132 bachelor's degree programmes.   "Their acceptance into the institutions is based on the principle of meritocracy by arranging them in the order of highest merit to lowest," the Higher Education Ministry said today. Candidates who failed to obtain a spot may submit an appeal through the UPUOnline system until 5pm on Sept 14.
