| KUALA LUMPUR: The Digital Ministry is currently studying the key components required to develop the national blockchain policy and direction, the Dewan Rakyat was told today.
Digital Minister Gobind Singh Deo said this includes the adaptation of blockchain technology to enhance efficiency, security, and transparency across government administration, industries, and the public sector.
"The application of blockchain technology through tokenisation will also be studied, particularly in asset management and capital market development, to ensure transaction security and the stability of the digital ecosystem.
"In relation to the question regarding the regulatory framework for asset tokenisation and blockchain, the government is developing an integrated regulatory framework for asset tokenisation through the Securities Commission Malaysia and Bank Negara Malaysia," he said in response to a question from Syerleena Abdul Rashid (PH-Bukit Bendera).
She had inquired about plans to proceed with the initiatives outlined in the National Blockchain Roadmap for 2021–2025, given that the roadmap will end at the end of this year, and the plans to introduce a specific regulatory or legal framework relating to asset tokenisation and blockchain.
Regarding the continuation of the National Blockchain Roadmap 2021–2025, Gobind said the ministry has been entrusted as the main coordinator in developing strategic policies and directions for digital technologies, including blockchain technology.
"As such, the ministry has established the National Blockchain Policy Task Force, comprising experts and experienced individuals in blockchain technology from both the public and private sectors, as a synergistic effort to develop a holistic and inclusive national blockchain policy and direction."
He said the main focus of this task force is to identify priorities and strategic focus areas for the development and adoption of blockchain technology in Malaysia, covering both crypto and non-crypto aspects; to study the ethical, legal, and social implications of blockchain technology; to propose mechanisms to encourage collaboration between academia, industry, and government in the blockchain field; and to put forward strategies for talent development and education in blockchain technology.
Recognising the importance of blockchain technology in today's digital ecosystem, Gobind said it is crucial to equip the local workforce with the necessary skills promptly.
"This matter is also being examined in the development of the National Blockchain Policy led by the ministry.
"The key aspects being emphasised include inclusive education, industry-based training, and global talent attraction through a 'whole-of-nation' approach that integrates close cooperation between the government, industry, and academic institutions."
In addition, he said, among the main strategies being considered to ensure that the local workforce is well-prepared in the blockchain field are the empowerment of higher education institutions; strengthening workforce readiness and industry matching; and enhancing professionalism and global talent mobility.
"Through the planned strategies and initiatives, the ministry is confident that it will strengthen the local talent ecosystem, accelerate adaptation to global technological changes, and position Malaysia as a regional reference hub in the field of blockchain and the digital economy." |
